SUMMARY: Reporting to the Assistant Director of Human Resources, coordinates the activities of the labor and employee relations division through the implementation of program goals and objectives leading to workplace productivity and higher efficiency; plans, strategizes, negotiates, and implements collective bargaining agreements and related issues; provides consultation and/or direction regarding employee discipline issues, grievance avoidance, and response; pre-arbitration options, arbitration preparation assistance, direct responder in pre-arbitration settlements; coaches individuals an creates teams for work effectiveness; plans, strategizes and formulates training and coaches team in reaching mutual objectives; develops and facilitates training related to the employee relations area; responsible for overseeing the employee assistance program; researches and investigates a variety of complaints, grievances, and charges and prepares responses; supervises professional and support staff of assigned area; oversees and assists in all internal and external complaints, discipline matter, EEOC complaints, grievances and inquiries; and performs related duties as assigned.

Job Requirements: The position requires a Bachelor’s degree from an accredited college or university with a major in Industrial Relations, Human Resources Management, Business Administration, Psychology, or related field, and five (5) years of progressively responsible in employee relations, labor relations, contract negotiating with collective bargaining units, grievance administration and dispute resolution, project management or any equivalent combination of training and experience. One (1) year supervisory experience, required. NPELRA, FPELRA, PHR or SPHR certification, highly desirable.
A valid Florida driver’s license is required. A valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver’s license within 30 days from day of employment.

Salary: Depending on qualifications, the hiring salary for this position can be within the range of $56,282 – $89,566 annually.
