Florida Certified Labor Relations Professional (FCLRP) Program

Program Overview

In August 2000, FPELRA began a comprehensive, four-module training program that, when successfully completed, would provide participants with a certification as a Florida Certified Labor Relations Professional (FCLRP). There are over 400 Labor Relations Professionals who have successfully completed the Program since August 2000. The four training modules are:

  • Introduction to Collective Bargaining & Overview of Chapter 447, F. S., The Public Employee Relations Act (Module #1) – February of each year.
  • Collective Bargaining Simulation (Module #2) – April of each year.
  • Impasse Hearing Simulation (Module #3) – June of each year.
  • Grievance Handling & Arbitration Simulation (Module #4) – September of each year.

Training Modules #2, #3 and #4 are all simulation modules providing a truly hands-on, interactive and real-world experiences. Trainers and coaches are experienced practitioners in the public sector labor relations process in Florida.

IMPORTANT NOTE: Recertification is required to retain the Certified Labor Relations Professional designee. To recertify you must attend an Annual Training Conference every three (3) years upon certification.

Please note that members receive a $50 discount on each training session offered by FPELRA during the year, as well as a discount on the annual training conference. If you meet our membership criteria, you may join us via the link on our membership page. Calendar-year membership is currently $100 per year for an individual membership and will bring you $250 in immediate savings if you attend all four modules above and the Annual Training Conference.

Please note: This first module: “Introduction to Collective Bargaining & Overview of Chapter 447, F.S., is a prerequisite and must be completed prior to taking the other program modules. The other three modules should be taken in the order shown below, but is not required.

The Introduction to Collective Bargaining & Overview of Chapter 447 Module #1 provides a complete summary of the public sector bargaining process in Florida. It includes an overview of Chapter 447, F.S. The Public Employees Relations Act, How to prepare for Bargaining, Understanding the Politics of Bargaining, Good Faith Bargaining, Executive Sessions, Impasse Procedure, and more. This module, critical for understanding the collective bargaining process, is facilitated by professional trainers/educators and attorneys specializing in labor law. FPELRA’s Collective Bargaining Manual is included with registration in this module.

This module allows participants to apply the knowledge gained through attendance in the “Introduction to Collective Bargaining” module. Participants will role-play either management or union positions during a simulated bargaining session. Trained coaches assist the participants through the process.

This module provides participants “hands on” experience in a simulated impasse hearing between the parties. The day culminates with a Special Magistrate hearing, the rendering of a Special Magistrate’s recommendation and the subsequent process to culminate the contract process under these circumstances. This module, will be conducted by professional trainers/educators and attorneys specializing in labor law.

This module on contract maintenance issues of the collective bargaining agreement focuses on how to handle grievances and prepare for arbitration. The day culminates with an Arbitration Hearing, presentations, rebuttals and the rendering of the award and a debriefing exercise. FPELRA’s Grievance Manual is included in the registration fee for this module. This module, will be conducted by professional trainers/educators and attorneys specializing in labor law.


NOTE: Cancellation fee: 50% refunds granted if cancellation received prior to 15 days before training event. No refunds will be granted for cancellations received 5 days prior to training event.
